Tan Ern Ser on racial classification in Singapore:

The prime example of a country which does not track racial demographics is France, and we can see how that doesn't work with the recurrent trouble in the banlieues.
Apparently India doesn't either - but they track you mother tongue and/or scheduled tribe, which is a good proxy for race, so.
The Daily Kos's comment:
"if one does not collect data including a race category, then one does not even notice that the problem exists, one cannot attack the problem, one cannot track the problem to see if what one is doing is have an effect, etc."
Of course, active racial management and manipulation is a different story.
