Cases of goods smuggled into Singapore down by 30%

"The number of cases of contraband goods smuggled into Singapore has gone down by 30 per cent. 70 per cent of these cases involved smuggled cigarettes, according to the Immigration and Checkpoints Authority (ICA).

ICA officers have reported some 15,000 cases of smuggled goods, of which 9,900 involved contraband cigarettes."

Duh.

Just because you seize fewer smuggled goods doesn't mean the goods smuggled in have decreased in quantity.

Obvious alternative possibilities:

- ICA has gotten sloppy
- Smugglers have gotten better
